I have a T23 as well. In my experience, APM suspends flawlessly as long as 
you remove the PCMCIA card (as you say) and also remove the power cord. I 
haven't had issues with psmouse or with ALSA.

I've played with distributions (Redhat 9 and Slackware 9.1), that can 
APM-suspend and then resume perfectly even with my Netgear MA401 inserted 
and connected to the Net. Unfortunately, my kernel-building skills are not 
at their level.
