When speakfreely is used in rtp mode, it can communicate with gphone
and rat. By the way, there is also  gspeakfreely
(http://gspeakfreely.auriga.wearlab.de/) which is a fork of speakfreely.
Current CVS is much easier to use then the latest release.

It can also communicate with speakfreely, rat and gphone.

OpenH323 is mainly a library.
You can try simph323 or gnomemeeting. They can communicate with
netmeeting on windows.
