A PCMCIA card, as opposed to a Cardbus card, *is* ISA, internally. So in 
order to support 16-bit PCMCIA cards and the controller itself you do 
indeed need ISA support. Cardbus is PCI, so to support 32-bit Cardbus 
cards you will need PCI support, but you have that anyway because it is 
needed for other stuff. So for reference:

PCMCIA = 16-bit = ISA
Cardbus = 32-bit = PCI
