I don't know if the following is a "blanket" answer, but it
works on more then one provider.

* telnet your.pop.server 110
   You should connect and see a line starting with +OK

* user YourAccount.YourUserid
   You should get another +OK

* pass yourpassword
   You should get another +OK

* Misc Commands:
   * List = Display each message with its number (#) and size
   * Dele # = Delete message number #
   * Retr # = Display message #
   * Quit = Close the Telnet session
   * Top # Retr - Display the message header of message #
