http://dict.leo.org/ says (der) Geiz translates to:

avarice, closefistedness, costiveness, miserliness, niggardliness, 
penuriousness, stinginess, penury (rare)

so a polite term might be "economy".  I would translate "geil" as cool, 
not horny, although the same site says it can be any of:

cool (colloquial), def (slang),	horny (vulgar), lewd, lustful, phat  
(slang), prurient, randy, ruttish, salacious, voluptuous, wicked  
(British, slang)
