As I mentioned, I can't use a different device from the one I booted 
with. So if I boot with a battery, I can't use the DVD-ROM/CD-RW drive. 
If I boot with the CD-RW/DVD-ROM drive inserted, I can't use the battery 
(although the BIOS may still be using it.) So, as I can't use it, I 
can't enable DMA when the drive wasn't inserted during boot.

What I *can* do is boot with the drive in, disable DMA, remove the 
drive, re-insert it, enable DMA and have hdparm report DMA enabled.
