[ltp] usb 2.0 operating as usb 1.1

Hello,

I've got a strange problem with my thinkpad t40p 2373-G1G: at some 
point, my usb 2.0 ports stopped operating as 2.0 ports and became 1.1 
ports.  I'm sure this is a hardware/bios problem as both windows and 
linux operate my usb hub as 1.1 ports, but I was hoping maybe somebody 
could help (ibm support wants me to run recover, and if it's still not 
running as usb 2.0, to send the thing in.  I do take images of my hard 
drive, so no big deal, but still - a pain).

The upshot of this is that usb 2.0 devices simply do not work on linux 
(on windows, they work, but slowly).  I've tried a couple usb hard 
drives, and a scanner - none of them work (they used to), on the other 
hand, my usb 1.1. printer does work with linux.
