I have an R51 with Radeon 7500 (X.org 6.8.2.dfsg.1-5 from
Debian/unstable).  I have the same problem. I do not load
dri, GLcore, glx since I don't need them.

My workaround is to comment out DynamicClocks and start X,
then kill it, then enable dynamic clocks and start X again.
This way it starts and works without a glitch.
