That wasn't my decision. After the installation of Intrepid this
file already existed---I did not touch it. I rarely doubted that the
Ubuntu developers made such a mistake. Nevertheless ...

... I tried this:

chris@skull-tp:~$ sudo modprobe -r thinkpad_acpi
chris@skull-tp:~$ sudo modprobe thinkpad_acpi fan_control=1
chris@skull-tp:~$ lsmod | grep thinkpad_acpi
thinkpad_acpi 66176 0
nvram 16396 1 thinkpad_acpi
rfkill 17048 5 thinkpad_acpi,iwlcore
led_class 12164 2 thinkpad_acpi,iwlcore
chris@skull-tp:~$ sudo -i
root@skull-tp:~# echo 'level 1' > /proc/acpi/ibm/fan
root@skull-tp:~# cat /proc/acpi/ibm/fan
status: enabled
speed: 0
level: auto
commands:	level <level> (<level> is 0-7, auto, disengaged, full-speed)
commands:	enable, disable
commands:	watchdog <timeout> (<timeout> is 0 (off), 1-120 (seconds))

Here's the related part of /var/log/kern.log after loading
