Actually, 40%.  The rest is correct.

Below 30% is good to avoid.  Keep it at 30%-80% if you don't really need
much battery uptime.  20%-95% if you need moderate.  Only go to 5%-100% if
you *really* need it.

The issue with constant charging is cell temperature, which rises quickly
under charge.  On cool climates, it is probably best to charge more often.
