[ltp] Thinkpad T61, Ubuntu, cpu scaling

It looks I have it on Debian also. A while ago I thought I had fixed this in
my BIOS (disabling power saving options in 'power'). Could it be something
in the BIOS?

What top and htop say is that the CPU usage is 100% at the current clock, n=
ot that the the current clock is 100% of the max clock.<br>
