Yeah the key events are reported by the kernel even though the
brightness keys are properly handled there. Before (when hal was there)
there was a property (something like
laptop_panel.brightness_in_hardware) exported to clients so they knew
they shouldn't touch the brightness. Now with upower that thing is gone.

That confuses xfpm, but there's a way to change that using a hidden
configuration option:

xfconf-query -c xfce4-power-manager -p /xfce4-power-manager/change-brightne=
ss-on-key-events
false

(you can use xfconf-query or xfconf-editor to make the change).

When you do that, the brightness popups starts to be a bit confused so
you can disable it with the /xfce4-power-manager/show-brightness-popup
key.
