[ltp] Rebooting a T420

I recently acquired a T420 and I followed my basic pattern[1] in 
installing Linux and found that commands like "reboot" and "shutdown" are 
unable to cause the machine to reboot or shut down.  If I selected the 
"Desktop" option during installation, this problem doesn't happen.  What 
package am I missing?
