[ltp] self-made external battery for laptops project

Just in case anyone is thinking of making a DIY adapter from the car
cigarette-lighter socket, it might be worth mentioning that, when the
engine is running, its '12V' supply isn't.

It may be as high as 17V (with the alternator charing the car battery). It
can also have lots of nasty spikes!

Really this is just advice to think twice before you plug your laptop
into your car with an own-design psu, and the engine on. It's probably OK
in most cases, though.
