No.  Using "hdparm -c1 -u1 -d1 -m16" usually provides better results; 
-c3 is only there for some really old chipsets and -u1 will provide 
better interactive performance when the disk is getting hammered.

No.  Put it in your /etc/init.d/boot.local script (or distro equivalent) 
if your distro doesn't already include a script in /etc/init.d/ that 
reads hdparm settings from a file and applies them.  HTH,
