I saw it happen frequently on my A22p, about a year ago, and in the end, 
I decided to forgo the nice on-screen display, and live without it. The 
freezes are caused because of some APM/ACPI bug (it has to poll 
/dev/nvram) - I think your observation about web pages is most likely 
coincidental.

I don't know whether it's the kernel or userspace bit that's to blame, 
but you might try testing with the kernel and/or tpb from FC5. [While 
testing, you can probably get away with forcing RPM to do the install 
(if you have to) since they won't have any important interdependencies]
