I would have thought you would want the battery present. Provided that
the battery is allowed to charge before the machine is booted, it can
then be used as an extra "UPS" in case the CPU makes a sudden demand on
the power.
You could also draw an extra 2.5Watt per USB port + PCMCIA devices + run
CDROM at high-speed. So the PSU spec is quite cautious for these cases.
Note that a slightly overloaded PSU will continue to work fairly
normally, but may get rather hot.
