Try /etc/sysfs.conf:
devices/platform/smapi/BAT0/start_charge_thresh =3D 30
devices/platform/smapi/BAT0/stop_charge_thresh =3D 85
This file is handled by sysfsutils. In Debian (and I think in
Ubuntu too) there's initscript for doing such echo's at boot
time.
