This is a known and nasty powertop bug. The long term usage is correct,
the current usage is totally wrong.

Pretty normal, unfortunately. However, power usage below 10W on a fully
featured desktop is not that bad IMHO. You could try the usual
aspects: unload as many drivers as possible, spin down the hard disk,
dim the display etc.
