[ltp] R61 Bluetooth no longer on at boot

My Thinkpad no longer comes up with the bluetooth radio on.  I can use Fn+F5
to turn it on, but how do I get it to come up that way?  I am dual booting
vista and Arch Linux, and if the radio was on at shutdown, it would be on at
boot up as well for both vista and Linux.  Now, it will not remember the on
state for vista, and I don't know how to make Fn+F5 turn it for linux.  Any
ideas?
