My T60 does the same (in fact, bluetooth radio is off when it wakes up
after suspend).

As I use thinkpad_acpi, I just issue this command:

    # echo 1 > /sys/devices/platform/thinkpad_acpi/bluetooth_enable

on boot and after resuming from suspend (with a script).
