What top and htop say is that the CPU usage is 100% at the current 
clock, not that the the current clock is 100% of the max clock.

Is it possible you are using multiple, conflicting CPU governing apps? 
Gnome/KDE panel sometimes hide one; or the gnome-power-management 
settings may affect this.

Do a quick "ps aux" to be certain.
