Atm I have jackfreqd installed, but I also tested it without jackfreqd and
on Debian I don't have it installed... So I am sure that isn't the cause
here.

What top and htop say is that the CPU usage is 100% at the current clock, not that the the current clock is 100% of the max clock.<br>

Is it possible you are using multiple, conflicting CPU governing apps? Gnome/KDE panel sometimes hide one; or the gnome-power-management settings may affect this.<br>
<br>
Do a quick "ps aux" to be certain.<br>
