Now I think that it is related to the cpu frequency: 
low cpu freq ---> Tstart = ~42C Tstop= ~32C
high             ---> Tstart = ~65C Tstop= ~50C

Maybe there is some file in which the temperatures 
at wich the fan start and stops are set?
