"Doesn't work" is not specific enough.  I assume it errors out with "no
such file or directory"?

No, you were right -- you're not, or the /sys/devices/... node would
exist.

You can also double-check by running powertop.

No, that won't help -- it's a kernel issue.

I've already upgraded to Ubuntu 9.10 (which works just fine on my T61,
thank you, Intel!), so I cannot check if it was the same in 9.04, but
according to

  $ less /boot/config-`uname -r`

cpufreq is built into the kernel.  Specifically, I *think* this one is
being used:

  CONFIG_X86_ACPI_CPUFREQ=3Dy

which raises a question for the OP: is ACPI enabled and working?  E.g.
on my T61

  $ grep ACPI.*CPU /var/log/dmesg
  [    0.562510] ACPI: CPU0 (power states: C1[C1] C2[C2] C3[C3])
  [    0.562542] ACPI: Processor [CPU0] (supports 8 throttling states)

And the video driver?  Specifically, did you enable the restricted
